Quality Plus Engineering
(Q+E) has a history of successfully completing projects on schedule and on
budget while meeting multiple stakeholder expectations. Q+E standard
project management methodologies include Project Management Institute’s Body
of Knowledge (PMBOK) or industry specific methodologies. High quality
program integration and project management services are key to the success of
all projects and services provided to our clients. Q+E has demonstrated
ability in all facets of successfully managing and integrating large programs
and projects including project planning, execution, staffing, and budget
oversight and control from billion to million dollar projects. Q+E offers the
following program/project advisory and management services:
- Program/Project
Management. Q+E uses the
appropriate methodologies and standards to manage projects that meet
stakeholder objectives, including SEI CMM, PMI PMBOK, IEEE, and ISO project
standards. Also, Q+E has used DOE, FAA, DOD, and NASA program
and project management standards. Q+E engineers and professionals also
use Microsoft Project, Primavera and other project software solutions.
Many Q+E team members have more than 20
years experience in completing within scope, budget, and timeframe projects
from multiple billion dollar to million dollar projects involving nvolving
A/E design, construction management, and contract management oversight
- Business Process
Management. Q+E conducts
successful organizational development, organizational behavior, structural
process deployment, OMB A76, process mapping, risk process mapping,
risk/control and other types of restructuring. IT architecture and
records development for intelligent decision-making were also part of many
of these initiatives.
- Work Management.
Q+E has developed trademarked and
even patent pending methodologies for improving work, effectively managing
organizations, and improving overall agency/department governance. Q+E
has a patent pending on a Value Added Auditing® methodology.
As well, Q+E trademarked and has developed products around the 7P work
methodology – Paradigms – People – Principles – Practices – Products –
Processes - Projects®. This work methodology has been
successfully used for strategy development, policy implementation, and
organizational development.

Management planning.
QPE projectizes all engagements using a
methodology involving scope planning, scope definition, activity sequencing,
activity duration estimating, and cost estimating/budgeting. Q+E
develops a tailored management plan, financials and controls that are
required by the client. Changes in the plan and project scope are also
managed through scope planning definition, verification and change control.
- Cost/budget
management. Q+E uses
project costing to estimate and control projects. First a work
breakdown structure is completed. Resource requirements resource
rates, and duration estimates are completed. A first pass cost budget
is then completed. This is discussed and refined with client input.
A final control budget is developed with cost baselines for the project.
Performance reports, change orders, and variance reports are developed from
the cost baselines. The client and critical stakeholders are kept
informed of costs. If cost variances appear, the client and
stakeholder are notified of changes and updated on corrective/preventive
actions. Q+E uses Microsoft Project and/or Primavera P3 as preferred project
management tools.
- Human resource
management. Q+E develops
staffing requirements and management plan for each engagement and project.
Roles, responsibilities, activities, and understanding are first negotiated
with sponsor and client. Then these are used in selecting, developing
and managing the project team. Q+E works with the client to weekly,
monthly and quarterly to measure team and project performance. Q+E
believes in providing value and on being rewarded based on performance.
If ever there are differences in expectations, then these are immediately
root-cause corrected and prevented from recurring.
- Quality management.
Q+E ensures that all project
activities are quality planned and controlled. Q+E uses three levels of
quality controls involving quality control, quality assurance, and quality
management. Quality control may involve inspection, control charts,
Pareto diagramming statistical sampling, flowcharting, and trend analysis.
Quality Assurance may involve process, product, and system audits.
Quality management includes cost/benefit analysis, benchmarking,
flowcharting, and design of experiments.
- Subcontractor
management. Q+E works with
prequalified subcontractors to provide integrated solutions with Federal
clients from solicitation response, planning, and implementation, through
project closeout. Q+E and subcontractors are a fully integrated team
using standard forms, seamless project software, and common
tools/techniques. Q+E engineers and professionals can also serve as
the contract administrator throughout the project lifecycle. Contract
change control systems, performance reporting, software, and a common
payment system are in place.
- ISO 9000
implementation. ISO 9000 is
a critical tool and methodology of program and project management and
development. Q+E has been involved with ISO 9000 since its
introduction in North America in 1987, as a member of the Technical Advisory
Group 176. Q+E has trained more than a thousand people in ISO 9000,
quality auditing, process auditing, flowcharting, and other tools.
